On July 7, the National Development and Reform Commission issued the "14th Five-Year Plan for Circular Economy Development" (hereinafter referred to as the "Plan"). The "Planning" proposes that by 2025, recycling production methods will be fully implemented, green design and clean production will be widely promoted, comprehensive resource utilization capabilities will be significantly improved, and a resource recycling industry system will be basically established.

The "Plan" pointed out that the current development of my country's circular economy is still facing problems such as low efficiency of resource output in key industries, low standardization of recycling and utilization of renewable resources, and lack of land security for recycling facilities. The "Planning" proposes to promote the circular development project of the park. Draw up a list of circular development parks in various regions, and formulate circular transformation plans one by one in accordance with the principle of "one park, one policy". Organize enterprises in the park to implement cleaner production reforms. Actively utilize waste heat and pressure resources, promote the application of integrated heat and power, distributed energy and photovoltaic energy storage systems, and promote the cascade utilization of energy.

The “Planning” requires that all qualified parks at or above the provincial level shall be fully cyclically transformed before the end of 2025 to give full play to clean energy supply and rural ecological environmental governance.
